Individuals in underserved or rural areas often face barriers such as lack of treatment facilities, high costs, and stigma, exacerbating addiction rates and overdose deaths.
How Two Recent Presidents Addressed the Problem:
- President Barack Obama:
During his administration, President Obama signed the Comprehensive Addiction and Recovery Act (CARA) in 2016, which allocated federal funding for addiction treatment, prevention, and education. The Affordable Care Act (ACA) also played a critical role by expanding Medicaid coverage, which included substance use treatment services, benefiting millions of Americans with addiction issues. However, limited implementation capacity and fragmented state-level execution reduced the overall impact of these initiatives. - President Donald Trump:
